I first read this in September 2001.

Dr. Helen Failia is desperately trying to save her colony, the first on Venue. Now an alien artifact has been discovered on Venus. Surely this should give her colony a boost. But there's a problem. Where there are alien artifacts there might be aliens too.

Sarah has done it again. Thrilling plot, Excellent aliens in a very different landscape. What more could you want? It's not a deeply meaningful book but it does ponder a little about alien psychology, political activism and insanity, so that's OK with me.
