I first read this in 1980 and most recently on the 15th June 2011

There are terrorists who believe that it is humankind's destiny is to rule the stars and all who live beneath them. They are well funded and well organized. They will, in the way of terrorists, stop at nothing to promote their cause.

Earth's Ministry for Extra-Terrestrial Affairs is about to have a bit of an upset. Roald Vincent, comfortably ensconced within its Bureau of Cultural Relations, will find it life-changing. He will be thrust into the forefront of the fight against this very deadly terrorist organization.

This was another bright and sparkling little jewel from Brunner.
